KNOWLEDGE OF PROBLEMS UNDERLYING THE PROVISION OF PUBLIC UTILITIES PAYING ATTENTION TO: -THE INFLUENCE OF THE INSTITUTIONAL SETUP; -LIBERALIZATION AND REGULATION OF PUBLIC UTILITIES BY PUBLIC AUTHORITIES.
